St. Louis Metropolitan Police Department’s Captain Mike Deeba co-owns 0311 Tactical Solutions, LLC
In our previous post, we talked about St. Louis Metropolitan Police Department’s severe conflict of interest. They employ their own #RiotKing Sergeant Brian Rossomanno’s national security contracting firm, 0311 Tactical Solutions, LLC to train their officers in military tactical combat skills. According to 0311’s poorly redacted website, the police department made it mandatory for all SLMPD employees to receive 0311’s training. While we know the cronyism is strong behind that thin blue line, it’s difficult as an outsider to dig into how deep that rabbit hole goes, even with being fairly adept in researching. But fear not, our cleverness, with patience and diligence, has indeed paid off.
Corruption gets rewarded in the police department
SLMPD’s Captain Mike Deeba is the co-owner of 0311 Tactical Solutions. Cpt. Deeba has been investigated within the last year for signing off on falsified payroll records. He confirmed injured officers were working while they were actually at home recouping from injuries received in the line of duty and receiving workman’s comp. This very much begs the question of who is signing the paychecks for this police department? And why are they allowed to continue to do so? Furthermore, who gave Deeba a promotion for this fraudulent behavior? Presumably it would be the same “who” that allows an owner of 0311 to hire his own company and mandate training contracted from his company.
Why does St. Louis City allow this complete conflict of interest to continue? No standard business would tolerate such practice. This reeks of scandal from the top down, and there is entirely too much taxpayer money in the hands of people whose interests are too self-serving to be responsible with our funds.
In an article posted last month by the Post-Dispatch, it was noted that 40% of the city’s general fund is spent on policing and corrections. Forty percent of city funding is spent militarizing an institution that was never meant to receive combat training. This tactical training is then turned around to be used against harmless, innocent residents. St. Louis Metropolitan Police Department has the third highest police budget in the US, yet the violent crime rate is equally high, and the clearance (crime solving) rate is sub-par. With this large budget, Deeba seems to be writing off needless discretionary training costs to benefit himself, as well as falsifying payroll documents of officers already receiving benefits.
Some other things we discovered about Cpt. Mike Deeba was his involvement in charges for sexual harassment, stating the victim’s charges were frivolous. Deeba then gave the officer pressing charges unfavorable shifts, different evaluations on reviews, and denied her time off for training that had been granted to others. His punishment for treating a victim like a perpetrator was promotion. He was also involved in an investigation over missing 2006 World Series tickets, showing that he didn’t follow the chain of custody very well, and World Series tickets vanished.
We will continue to expose this private security training firm that is so deeply in bed with the St. Louis Metropolitan Police Department that it seems to fairly well be the ruling force. We’re not the first to point out this nepotism; it’s been called out for years. But the conflict of interest remains, and the city continues to fund it. With your money.
